Early Learning
The aim here is a community where every child is genuinely kindergarten ready on the first day of kindergarten. Chelsea Owens of Savannah Technical College leads it, chasing three things at once: child care that families can afford and reach, parents equipped to prepare their own children, and a provider network stable enough to endure.
In practice, we have commissioned a financial analysis to test a "Community Assets + Community Resources" model to open new Early Learning Center slots across the county. We are widening access to Talk With Me Baby — a simple, evidence based way to coach caregivers to build language from birth — through both private and public health providers.
Now we are working shoulder to shoulder with the private providers already here to raise the quality of the care children receive.
